Earthbenders can't create earth, either. It's about the elements being present in the air or surrounding environment. Fire just needs oxygen and heat.

Firebenders have a harder time bending in the extreme cold, and they wouldn't be able to bend in a vacuum. A skilled waterbender can pull moisture out of the air, but the drier the climate the harder it is.
