[What Waver is good at is just laying things out and then adding notes about what the logical breakdown of a spell is likely to be. Which is all to say he's found a corner where he's laid out a clean copy of the runes, each line taking up a page. To the left or right of each page are notes about what each part might indicate, written in smaller script. They have less organization and neatness than the runes that are clearly laid out - clearly just a brainstorming thing that Waver had been working on.
But the point is that the notes can be picked up from off the floor where Waver is, examined, and then put back down where they came from. Other people can contribute their own thoughts. It isn't great logic, but it makes it easy for anyone to wander and then comeback.
Which means that anyone who approaches Waver is greeted by Waver with his ass on the floor, one arm reaching up in the assumption that they're borrowing notes and now he's got to put them back.]
