I think you might be on to something with the balance. Although in this case it wouldn't be tampering with the bow so much as the arrows. It's not hard to make them fly slightly off or be heavier than normal so they don't go as far as they should.
[She takes aim again, paying close attention. She isn't really known for her skill with a bow and arrow, but she does know something about cheating and tampering with things. She tries to focus on the elements she can feel, paying attention to their weight. She adjusts her aim and lets the arrow fly. It doesn't quite make a bullseye...but it's pretty close.]
