Haven't noticed any exhaustion yet, but my range is about 8 kilometers give or take. I have to be touching the person or object, unless I'm really familiar with them and then I think I can teleport them at will.
[He hasn't tested that part much. Mostly with objects. He'd called his dagger to him, but it wasn't until he'd been studying a book for awhile that he was able to call it to himself. He's not sure how that translates to people.]
